Ctrl-drag in 1.16.1.4

1.16.1.4 has a new 
feature in the spirit of the recent ballot layout craziness.  Ian is going 
to love this one.  
 
If you hold down the 
control key when dragging races and headers around the card editor, GEMS will no 
longer prevent you from dragging them into and outside of the timing mark 
areas.  It behaves as previously without the control key 
pressed.  If you 
think this is nuts, no one in devel disagrees with you.  Just don't hold 
down the control key.
 
Why do this?  A 
few reasons:
  - Now that race lines 
  can be turned off individually, races/headers might have some 
  of their area completely devoid of artwork .  This means you 
  can safely drag the blank part "under" the timing marks.  Puerto Rico may 
  use this to center their ovals.
- This is an answer 
  to Greg's RCRs to put "this side up" arrows, instructions to print shops, 
  and the Declaration of Independence out in the cut mark area.  Just make 
  headers and ctrl-drag 'em there.
- Its consistent with 
  allowing users to overlap races.  If we allow them to overlap ovals, we 
  might as well allow them to mess with other verboten areas.
