Administrative and reporting by vote centers
for: Johnson County KS, Alameda County CA, and probably all/most medium to
large AVTS jurisdictions
The shift to AVTS means that there are now multiple memory cards per vote
center; making it difficult to manage and track vote centers in medium/large
counties. Example: Alameda will consolidate to 900-1000 vote centers for a
major election but still create 4000 memory cards at 4-5 memory cards per
vote center.
Download/Creation of memory cards: GEMS download screen (AccuVote-TS Server
v2), display by vote center and display number created out of total number
(i.e. 4/5) for that vote center.
Upload of memory cards: GEMS AccuVote-TS Server v2, display upload by vote
center and number uploaded out of total number downloaded for that vote
center. Important because it is possible for the poll worker to believe
that they've uploaded all the memory cards for that vote center when in fact
they may have missed a memory card (i.e. downloaded 4/5 memory cards and
uploaded 3/4). Ability to generate an AccuVote-TS status report which shows
the same information. This will be used by the rover/troubleshooter
dispatch call center to manage election night problems.
Accumulation and Reporting: Ability to report results by vote center (can be
different from precincts); this can be important for audit purposes.
Without physical ballots canvass/audit boards are going to want to match
(hopefully on a random sampling) a vote center totals report (generated on
the AVTS unit after accumulation) and a vote center totals report (generated
by GEMS) to test that the totals and results are the same.
