What they have to do is enter each TS
voter at the ONE STOP Vote Center (Early as we know it) as Challenged and insert
the voter id - a 7 digit number - onto the Voter Access Card before they
create it.
Essentially all voters are
challenged and each
voter has a ballot with a serial number that can be identified and linked to
them - so forget privacy-
They accept all the challenged and then
if they need to go back and reject a ballot that can be identified by the voter
id
They need a report that gives voter id,
ballot serial number, Vc id and which machine it was on to facilitate rejecting
specific ballots during canvass
