you are right we do not want cumulative reportunits,we've changed that to
cumulative vote centers and i think we're on the right path.

The problem is that base precincts 200-TA and 225-TA are not in the
cumulative reportunit.

Again, do you really want cumulative reportunits, or do you really mean
cumulative vote centers?
