Please try GEMS-1-17-22 and see if you can reproduce it. I was not be able to reproduce this problem in 1-17-22 not in 1-18-9 versions of GEMS.

 set up endorsement race in Gems 1-17-20 
go to voter group tab and hoghlight republican hit new then dem hit new - both are moved to left -
go to left box highlight dem click delete - get error below
 
I click ok and dem disappears from left under republican - click apply and it reappears under republican on left.
