This is
actually the intended behavior, though the reasoning is not really
obvious. Rotation is “advisory
only” in GEMS. That is, GEMS
will tell the user about changes in layout (ie, oval
positions), but it is up to the user to press the rotation button to get the rotation
worked out. Rotation does not
actually change layout. There are
other places in GEMS that will affect rotation, and you won’t get a
warning there either. For example,
you might re-order your precincts by changing the precinct id, which will have
an effect on precinct rotation. You
won’t get a warning in this case either. Ken -----
