That
is exactly how they process the source code. The issue is of raising a red flag
when they see the code changing near certification time. They then question how stable and
tested is this code.
Of
course this also relates to other states as well. If Wyle certifies version aa.bb.cc and
then at a later date we ask State A to certify aa.bb.ee, a red flag is raised
and we go back to Wyle to get conditional certification, because the State
will not exceed the Wyle version.
That is why certification must be a constant process as opposed to how
we handled it in the past.
We
will get though this. Plasma is
cheap.

Is it
worth while for them to fully examine the source code of one version and then
for Global to submit a change list for them to review. Then they could
concentrate on one version of source, complete it, then examine the areas of
the source that are affected by those changes instead of starting over.
If they are worried about subterfuge, they can always take the original
source, electronically compare it to the changed source and print a difference
list. When dealing with source code, there's nothing to hide. It's
all right there.
Or are
the changes so monstrous that a change list would be as big as the source code
itself.

Exeception c0000005. I press the F2 function key to bring up the File
