That is exactly how they process the source code. The issue is of raising a red flag when
they see the code changing near certification time. They then question how stable and tested is this code. Of course this also relates to other states as well. If Wyle certifies version aa.bb.cc and
then at a later date we ask State A to certify aa.bb.ee, a red flag is raised
and we go back to Wyle to get conditional certification, because the State will
not exceed the Wyle version. That
is why certification must be a constant process as opposed to how we handled it

submit a change list for them to review. Then they could concentrate on
one version of source, complete it, then examine the areas of the source that

electronically compare it to the changed source and print a difference
