Jane,

    This bug was fixed in GEMS-1-14-2.  If you created the races in
GEMS-1-14-1 then you must update the Shadow Race. To do this edit the Shadow
Race and re-select the rotation type.  You must then re Generate Ballot
Rotations and re print the ballots.

other words if I vote for the 4th cand on the ballot, the 4th cand on the
report gets the vote as so on.
