New Features:

#2382 Support for Pedantic audit logging. When specified in the AccuVote-TS Options dialog, every ballot cast on AccuVote-TS units is logged to the Ballot Station Audit log.

Critical Fixes

#2381 Races on an open primary ballot without a voter's Preference party selection are not being counted when using Central Count.
#2342 Central Count fails when counting votes in a Preference race without a preferred party selection.
#2324 Accepted Challenged votes are not being tallied properly if a race has candidate of type Header.
#2278 Ballots that have “No-count” races, “Cross-endorsed” candidates, or “Header” candidates, printed from Ballot Viewer do not correctly reflect voters' candidate selections.

Normal Fixes:

#2446 District field is enabled for Shadowed races when database status is Set for Election.
#2380 Shadowed race counts incorrect for Shadow races linked to Preference races. This is a limitation of the AccuVote-OS so do not allow Shadow races to link to Preference races.
#2349 Ballot Viewer gives an error: "Attempt to scroll past GEMS.ini" when Ballot Viewer dialog is opened. This only occurs for databases where results were uploaded in GEMS 1-17 and then the database was upgraded to GEMS 1-18.
#2250 Start Rotation value greater than 2 cannot be defined in Rotation districts.
#2245 Removing Base Precincts from District category does not effect their removal from child districts.
#2240 Can Re-set the election when poster, results server, and regional server are running. Also the “Reset Election” dialog is not modal.
#2254 GEMS may be closed while the Poster is active. Note: no results were lost, the poster would resume where it left off the next time GEMS was started.
#2216 GEMS user interface remains accessible during the display of error messages.
#2214 In Results Server Stop button is disabled if the “Update Every” field is set to 0.
#2208 In SOVC the "Separate under" feature produces zeros for all candidates in all non-cumulative counter groups.

#2412 Inconsistent use of terminology in GEMS UI. (Requires the full GEMS 1.18.17 installation package.)
#2388 Pressing 'Enter' key closes Voter Registration window.
#2374 Results Server dialog box doesn't regain focus after selecting Results Server from the GEMS menu.
#2356 Region Server dialog box doesn't regain focus after selecting Regional Results from the GEMS menu.
#2337 Voter Groups drop-down lists activated in Header Editor only after saving, then reopening.
#2306 Third level district rotation is not supported.
#2304 Rotation District checkbox appears in District Editor for non rotated Sub-Districts.
#2302 Improve Error msg wording in error dialog that is presented when attempting to generate ballot rotations when races are unassigned.
#2295 Unable to deselect 'Set For Election' option when Result Server is running but hidden. The solution was to not allow the Results Server to be closed when running, it can be minimized.
#2288 GEMS does not always detect modem hang-ups.
#2281 Child districts with rotation # greater than 0 automatically have 'Rotation District' field selected.
#2280 Changing Vote Centers within the Central Count Dialog results in error message on AVOS unit after feeding ballots.
#2269 "Attempt to scroll past end or before beginning of data" error message occurs after double-clicking on changed ballot in tree view. This only occurs when ballots have been changed but the tree view had not been update (as when changing ballot length).
#2251 Race Rotation with Precinct Detail by VCenter does not display report name in the title bar when in preview mode.
#2223 New button on Candidate's tab is disabled if race is added after creating Question type race without exiting Race Editor.
#2221 Message: 'Too many counter groups for VCenter' should refer to vote center category, not vote center.

New Features:

Implement requirements for Texas certification.
#1005 When adding a user, if the password and confirm password do not match display error message rather than just disabling the “Add” button.

Normal Fixes:

#1403 Some items are not being recorded in the Audit Log.
#1365 AccuVote-TS download: The file converter could not process the rich text in the input file. This was due to some candidates having not ballot text associated with them.
#1309 GEMS' LA IMPORT does not import Chinese, Japanese, Korean and Tagalog text files properly on Windows 2000 and XP.
#1291 Attempting to recover memory cards or queuing AccuVote-TS vote center for voter centers with reporting set filters other than “All Races” results in 'Too few parameters' message.
#1177 Races marked as "Not Counted" can be downloaded and appear in reports.

Minor Fixes:

#1364 Voter group text is printed vertically to the right of the candidate on the AccuVote-OS ballot when “Endorsement Width” set to 0.
Change "Disallow skip candidate" checkbox to "Play all candidates".
