This includes the following fixes and
enhancements:

- Fix problem with multiple baseunits in a reportunit not
being displayed if no exportId’s where entered in
GEMS.
- Improve user interface to make the
system easier to use when in manual mode.
- Hide the Voter Card Entry dialog after
