Definitely sounds like a flag to me. This is a feature our competitors have
and voters request. After the blind voter has voted the last race they are
requested to touch "9" and to confirm touch "9" a second time. A flag could
provide an option to play the summary between the "9"s.

It already takes a half hour or so to work through the CA. ballot, if you
add a summary on the ballot after each race is confirmed during the process,
it seems to me you'll add more complexity for those folks who want to skip
the summary, as most will. I'm a "no" vote on this.
