CardManager, aka Voter Card Encoder, aka Spyrus.

Steve, what kind of percentage of cards is this happening to?  Is there
any pattern to the ones that go bad, or does it just appear random?

A work around to fix the 'Read Error" problem with is to insert the
cards
into a CardManager and then 'Create' then 'Clear' the cards. After this
they
will work in a BallotStation.
