An election is defined with cumulative counter groups Absentee and Early
Voting, Absentee tallying to the Absentee report precinct, and Early Voting to
the Early Voting report precinct. An Election Summary report is issued
for one of the Absentee counter groups only, with the Num. Pcts Reporting
check box selected.
The report indicates two precincts reporting - in fact, all cumulative
report precincts, even though the Absentee counter group tallies only to one
report precinct. GEMS must know what report precincts the counter
group tallies to in order to include correct results on the report - why not
also report the correct number of report precincts?
