Tom Schuhler of GBS is asking for documentation on the GEMS Results Server
output file (S1-0.txt).  McHenry County, Illinois is the customer that Tom
is working with, along with a local Internet services company.  The local
Internet services company, is rewriting their software to display the
Election Results on their Web Page, and would like to have any documentation
we have, ie: file format/layout of the S1-0.txt file.  Do we have this???
