Rob,

    The "missing baseunits" occurs when the import file has
baseunit/district relationships for baseunits that have not been defined in
the reportunit/baseunit section of the import file.  I would suggest you get
DIMS to check their exported data to determine why they exported
baseunit/districts but not the reportunit/baseunit.

    When you try to export the results back to DIMS they will get data for
the "missing baseunits" but their will be no exportId for them to match.
