Voter Group 2 for Spyrus Card Manager (was RE: Card Manager 1.1.1)

California is gonna need this for the primary.  There isn't currently any way to actually create using the ballot station a template smart card encoded with voter group 2, but that is in the works.  Note the major version number change (from 1.0 to 1.1).  You will loose the cards loaded on the Spyrus after you upgrade.  The format had to change to store the second voter group.
