RE: @district macro (was RE: Gems)

OK, I got it to work with by using the documentation that Nel sent me.
However, I do still have one question, does this new @district macro replace
the @precinct macro.  Because I have tried the @precinct macro, in GEMS
1.18.1 and all it prints is @precinct, not the name of the precinct, as it
did in 1.17.17.

It was in GEMS 1.18.1.  Post a toy database with @district and a few
districts/precincts/ballots, and I will take a look.
