I can only see this
being implemented in terms of two mutually exclusive districts, the union of
which represent the entire jurisdiction, where the first district includes all
precincts with 5 or more registered voters and the second district including all
precincts with less than 5 registered voters. Define both of these
districts within a district category, then issue the SOVC report for the
district category, selecting the 'I' and 'D' values in the District column
corresponding to the district category.
This
registration-based district would have to be created after entering the last
registration amounts prior to election day, but prior to setting the election
status to 'Set for Election'.
