You have the 
  Absentee and Early report precinct both in the Absentee vote 
  center.  Ditto Early vote center.  That is, um, a weird thing to 
  do.  Delete Early report precinct out of Absentee vote center, and 
  visa-versa, and you should be fine.
   
  That said, there 
  does seem to be a double accounting here for this oddball case.  There is 
  definitely only one early voting precinct reporting.

    the database.  No matter if I create seperate Vote Center Categories, 
    or have both counter groups under the same Vote Center Category, I still 
    come up with the same result on the report.

        This is 
        actually correct, though it can be confusing.  The Absentee and 
        Early counter groups are in the same precinct in this 
        example.  So, we don't sum them, they only count 
        once.  The total number of precinct is 12, not 14.  
        You will get the same answer whether the counter group totals box 
        is check or not.

          I have tried a 
          couple of different ways to set up 2 Cumulative Counter Groups.  
          But no matter how I do it, when I print out a Election Summary Report 
          with the Counter Group Totals Only check box unchecked, I get the 
          Number of Precincts to be 2 for each Cumulative Counter Group, whereI 
          believe it should be 1.  The Total is correct, but makes it very 
          confusing, if you are adding from left to right.  Please see 
          below.
