Jeff, the election
is supposed to be closed with a so-called 'Pollworker card', which is not yet in
circulation. Unlike the Administrator card, no password entry will be
required with this card.

In Section 9.5 Closing the election, you do not
explain or have the
screen after the Pollworker inserts the
manager card for them to enter the Pin Number.
