I guess my point is that you've got alot of types of
primaries. The "open" in California meant that everyone, all voters from
all parties, got to vote a single ballot and vote for whom they wanted.
The top vote getter from each party went to the general. One of the key
questions becomes "when is the point" of declaration? When does the voter
declare their party? In California this coming year, voters can be a
"decline to state" and declare which party ballot they want to be given, at the
polling place. This is a closed primary this time, but with the ability to
declare your party on election day by being a "decline to state voter".
The point is - do you specify in GEMS that the election is a "primary" or
"general". There are several types of "open" and "closed" primaries
based on voter party declaration.

An open primary,
using the parlance of this discussion, is when a voter gets to pick the party
at the point of voting the ballot. On paper this means all parties are
printed on the same ballot. On plastic, it means the voter picks their
party on a party selection screen.
This is opposed to
the voter telling the poll worker their party (or visa-versa), which is a
closed primary.

Within our current
GEMS 1.17.11 and AVTS 3.13.9.2, we do not support an Open Primary Election
on the AVTS systems. I am currently here in Huntsville, AL and doing
testing with PSINet, where we have encountered this problem. In
order to certify, we need to show the ability to do an Open Primary
Election on the AVTS system. Is this going to be supported in the
new R-6 system???
