Yes,
but only the one manager card is required. If you've done anything with TS
before, you would have had one on hand. I hadn't imagined it would be a
problem, so I didn't need luck on my side.
My
point was that you didn't need manager-type cards for your special programming
card media (as you referred to them, "master cards"). All you needed for
that was the 4KBit cards, which are also used as voter
cards.
BTW: If you only have fewer than six precincts,
you can fit all six onto one "master card". You don't need a "master card"
for each precinct, unless you need to program each Spyrus with only one precinct
ID. Why do you think you need to program six "master
cards"?
