Re: header candidates



Clarification about HEADER type candidates.

The following are the attributes of HEADER type candidates:
    1) The are printed on the ballot
    2) There are no voting ovals/boxes associated with the candidate
    3) They DO NOT rotate.
    4) They occupy the same space on the ballot as do regular candidates
    5) The are NOT supported on the current BallotStation 3.x.x software
    6) They will be supported on the new BallotStation 4.x.x software and
will appear in their own box.
    7) The are NOT printed on reports

Therefore the example Cathi gave is not accurate. In Cathi's example if the
CANDIDATE type candidates rotated then the HEADER type candidates would be
under the incorrect 'candidate'.  When associating delegates to a candidate
they should just be included in the ballot text for the candidate and
increase the Race's candidate spacing to 2 or 3 as required.

The place that HEADER candidates are used is for Acclaimed candidates, where
the jurisdiction wants the candidate 'on the ballot' but votes cannot be
assigned to the candidates.  The second place that header candidates are
used is in adding extra information between candidates as in the following
case:

    RACE 10 - Vote for One
    Candidate 1 - Dem
    Candidate 2 - Rep
    Candidate 3 - Lib
    UNAFFILIATED CANDIDATES
    Candidate 4
    Candidate 5
    Write-In
