I have no idea
what is causing this, but can you ask them to start writing down the offsets
each time they change them, and then follow up with the sequence after they
have changed them a few times. Maybe we can find a
pattern.
FWIW, I don't
think restarting the computer could "reset" anything. GEMS and the
printer maybe, but not the whole OS.

They are currently using Gems 1.16.4, and have been
since their last election, which they printed out BOD and had no
problem. There does not seem to be any particular way that the problem
is created. Their procedure is to take their list of mail in absentee
requests, look up the particular ballot under Print Artwork, then print the
ballot. After they print the ballot, they will look to see if it is
the right ballot and if it is printed OK, then go on to the next
ballot. What they are experiencing is that when they check the ballot,
it may be printed OK or it is all of a sudden off completly, there is no
particular sequence of events that produce it. They have the printer
powered on continuously, and it may happen with the same ballot styles, or
with different ballot styles. When it does happen, they exit out of
Gems, shut down the printer and restart the computer, but still have to
change to offsets to get it back to printing correctly.
