I do not have Adobe Illustrator or Corel Draw.  Any other suggestions.  Will it work with paint?

Yes, of course.  You can even do better since it is device independent postscript.  Convert it to a wmf using CorelDraw or Illustrator, and then you can scale it without the jaggies.
