An exception is generated at build with ballot station 3.13.1.3 programmed from GEMS 1.1.6.6.
AVTS was installed by copying files into the folders (including the Voter Card dll to Winnt/Systems32). Build was tested using Alameda and Los Angeles with and without languages, as well as a simple single-precinct, -race and -language database.
