AVTS 3.13.1 testing and deployment

Couple of comments
on AVTS 3.13 that was released Tuesday.
The voting
logic was one of the last of the untouched IMARK code --
administration, loading, results, etc have all been largely rewritten, but the
ballot voting was left mostly alone. Not any more. In order to
implement the PA certification stuff, the code that handles the actual ballot
voting logic had to be rewritten. This is pretty sensitive code. It
needs serious testing before it runs in any real election.
As for deploying
3.13, I suggest Gaston and the El Pasos hold off for a bit. They don't
need color, right ovals, nor the PA stuff. We are going to have to do
another major release with the new super-administrator stuff, so wait for that
unless you need the 3.13 features. Putting off 3.13
deployment should not diminish the urgency of 3.13 testing however, since
the 3.14 will of course be based on 3.13.
