will this fix the problem with databases imported from VTS into 1-11 and then upgraded to 1-14?

attached is zip with Vts files used and actual database after import into Gems 1-14-13 -  the report precincts, districts, races, headers are there - but no base precincts

am I missing something or should I try to import it into a different Gems ?
