I tried import into 1-11-7 (1-11-2
didn't work ) and it brought in Baseprecincts - then upgraded db to
1-14-13 - seems ok now

missing baseprecincts
attached is zip with Vts files used
and actual database after import into Gems 1-14-13 - the report
precincts, districts, races, headers are there - but no base precincts
am I missing something or should I try to import it
into a different Gems ?
