The first four accounts that I have seriously discussed trade-out and trade-ups have all been nixed by commissioners and or supervisors. The general response has been we don't want to put the voters through two changes in short order. They, two of the four, have opted to look only at DRE. This is where the timing of new product availability you pointed to may become problematic. Obviously "as soon as we can" is "as soon as we can" but I don't think we want to sacrifice product quality to be expedient.

At some point, our price will impact even the positive emotional response
customers have to our system. We are heading toward winning the early part
of the sales cycle, but falling on our ass at the end when they can't justify
battery, booth, and cost. November 99 delivery is late unless we (out West)
can expect to give them a "tradeup" to the new units when they come out.
