would like to give multiple oval positions for each candidate. See sample
below. The idea would be to lay out the ballot with 9 oval positions for
each candidate, along with a box around those oval positions. However,
when they go to have the actual ballots printed by a printer, the printer will
remove the 8 ovals surrounding the 1 oval in the middle, so the other 8 ovals
will be invisible to the voter. But if the voter makes a mark within the
boxed area, where all 9 ovals are actually positioned, then the candidate will
recieve one vote. They are currently seeing alot of blank votes, since the
voters are simply making a check or X, somewhere close to the oval, but not
completely and not completely filling in the oval, as the instructions
indicate.
