The ability to use the cursor keys on the 10 key keypad for the visually disabled

Comments from two visually disabled voters in Ottawa;

They would like to use the cursor keys on the 10 key keypad to navigate the ballot similar to a computer keyboard with the num lock deactivated, with the “5” key as the vote key.
