Election Summary report reg voters/cards cast subsitution parameters

Could the Election Summary Report's Reg. Voters and Cards Cast options be assigned substitution parameters in the locale.ini file in the GEMS 1-17 thread?  Dynabec is using 1-17-15 to configure Montreal, and found that no substitution parameters are available for these two options on the Election Summary report.
