The State of New York election law requires a
permanent counter on voting machines used in the precincts. This law was
established for lever machines that required maintenance based on the number of
times it was used.
We could ask the State to change its laws and move
into the 21st century because the Accu-Vote-OS does not have a permanent counter
or a counter could be added to the AVOS required for
certification.
As a by-product of adding the counter to the
AVOS, the System Clock would recognize daylight saving time and
change automatically. A big benefit for elections occurring in September,
October and November.
The absentee optical scan device does not require a
permanent counter for certification in the State.
