This is assuming that you have already voted for a candidate.  This relates 
to Straight Party or any race.  For instance, you vote Republican for the 
Straight Party Race, then go down and wish to crossover for a Race that 
already has the Republican candidate voted for.  You can touch any where on 
that race, you do not have to touch the Republican candidate, and your vote 
will be removed.  Also, if it is a Primary Election, which does not have 
Straight Party, and you vote on several races, then wish to change your 
vote on 1 of those races.  Again, you can touch any where on that race, you 
do not have to touch the candidate that is currently voted for, and your 
vote will be removed.

I had assumed this was related to straight party, but then saw your second
RCR come through.  If the race has never been touched, how can it have any
votes?  Can  you elaborate on "first touch"?

Put another way, do referenda behave as they do currently, or no?
