Is it possible for users to customize terminology to local
names, e.g.. laws of the State to laws of the Province, Precincts to Polls or
whatever is used in the District. "AVTS locale.ini".
Definitely require The hand to have a Canadian flag or a British
flag.
Everything the voter
sees should be able to be customized though the TSText directory in GEMS.
You should be able to work around the opening bitmap for now by replacing
hand.bmp with your own.
