Jefferson County has the precinct number placed on the ballot by the printing company. they use sequence numbers for the ballot artwork and have the printer do another run to place the precinct number on the appropriate number of ballots of a particular style. The purpose behind using sequence numbers is to reduce the number of different 'card/precincts' to be printed. If you put the precinct name on the ballot then what is the point. Just use precinctIds.
