RCR:		Positioning of Oval for Candidates or Bitmaps

Jurisdiction:	Puerto Rico

The layout of races for Puerto Rico requires Party Symbols, as well as, the 
pictures of the candidates along with their names.  Currently they have no 
ovals at all on their ballot.  They are only required to make an X over 
either the Party Symbol or the Candidate of their choice.  They would like 
to be able to position the oval below & centered of the Party Symbol 
bitmap, not at the top left or right of the Party Symbol.  They also would 
like to be able to position the oval at center right or left of the 
candidate bitmap.
