AVTS Template change for all EV accounts.

Hi,

I have received this request from a number of Early Voting accounts.
Because EV involves programming a smart card from the entire set of ballot
styles or precincts, there is potential for programming the wrong ballot
style or precinct.

Is it possible to change the template so that when the smart card is
inserted, the ballot style or precinct is shown so that the EV poll worker
or voter is able to verify.  Currently the ballot style or precinct appears
embedded in the ballot and not in the instructions part of the template.
Jurisdictions feel that the ballot style or precinct label is shown too late
(in the ballot portion) in the sequence and shown too small to be
noticeable.

Can this be done for November, 1999?
