Its a DB9 female RS232 port on the new UPS power supply.  If the UPS were
integrated with the ballot station application, it would be connected to a
serial port on the motherboard so that the operating system is aware when
the power fails.

As to why it is female, I guess the UPS manufacturers consider it a DCE
(Data Communications Equipment) like a modem, rather than a DTE (Data
Terminal Equpiment) like a computer.  The AccuVote is considered a computer,
so its male.

Short answer:  it isn't used for communication, so don't worry about it.
