When Challenged ballots marked as accepted from TS are uploaded to Gems the challenge board says not reviewed

Using the TS, I am able to successfully mark a challenged ballot as accepted from the "Challenged Voters" screen.  But from GEMS if I view the "Challenge Board" after I upload it says that the ballot was accepted but the "Reviewed In" field it says "not reviewed".
