This is the intended behavior, FWIW. The behavior is not limited to the first
race on the ballot. When you go to
a previous race, be it through the 4 or 2 key, the audio playback starts with
the attached headers for the race, followed by the race title, followed by the
first candidate.
We are open to suggestions to change this,
but we’d need specifics. If we
go to the race title, what, exactly, should the audio say after the title is
spoken? Press 2 to… do
what? Or is it 4? Include details for the case of jurisdictions
that are not allowed to have the 4 key, and also the case where there are
multiple headers preceding the race.

Ballot Navigate to previous/first race
Using the 4key to regress from a
race to the previous race does not work as expected, if the previous race is
the first race on the ballot.
Instead of going to the first race's
title we go to the Election title, skipping the first race until the
Election title is spoken.
The regression to the Election title
should be from the first race not the second.
