This message occurs when the system cannot find the RTF or Audio data required.  Check you have the correct TSText on the system.

The standard instruction loop continues playing when selecting a write-in candidate on the audio ballot, rather than activating the write-in entry window.  The following message is displayed when the 5 key is pressed in order to enter the write-in candidate:
