The screen will no longer flash after dismissing the "No Counters Available to Modify" warning dialog.  The fix will be in GEMS 1-18-10.

Selecting manual entry for a vote centers which has no counters defined (ie. Polling Vote Center<Default>), displays a msg stating "No Counters Available to Modify", if I click on "Ok" it refreshes the screen
