Allow users with admin access permission or in region other than "HOST" to set/reset election.  The fix will be in GEMS 1-18-10.

Regions should be able to reset for election, without having to manual go through the vote centers and set the races to 0.  Currently there isn't a way to create an admin account for regions, which would allow this.
