The problem is that we calculate number of rotations for the race incorrectly when race has cross endorse candidates.

This is fixed and will be in GEMS-1-18-10.

The attached database contains an election is defined with one vote for 2 race, with three candidates cross-endorsed by two parties each. The race is rotated by precinct within voter group. Ballot generation and rotation creates four cards, two of these cards being redundant.
