Thanks for the test database.  Rather than creating a new "Challenged Ballots Report Unit" report precinct, just add a "Challenged Vote Center" vote center and add all the reporting precincts to it.  Then the challenge vote center will count all the challenge votes.
 
The whole Challenge Board needs to be reconstructed and will be one of our future project.

The reason why you getting this error is because there is no report precinct assigned to the challenge vote center in the database you are using. If you create report precinct for the challenge voter center, you will not receive this error.
