At this point, GEMS doesn't support savings of those fields.  But this will be added to our future implementation list.

Counter group, district, Edit Certification content and reporting set are not saved in the report setting definition in the Statement of Votes Cast window.  The reporting set and counter group are not saved in the report setting definition in the Election Summary Report window.
