This is not a bug. If you have defined a ballot that has races that are linked to more than one voter group then the user must select which voter group they want to vote for.

BS 4.3.2.1

An election is defined with a non-partisan shadow race linked to shadowed races which report by partisan voter group. There are no partisan races in the election other than the shadow races. Ballot Station 4.3.2.1 erroneously requires a partisan voter group to be selected prior to voting on the ballot.
